Phase 842: 4-peer guild offline recovery mesh fanout (v0.8.809)

Add runGuildMeshQuadOfflineRecoveryJourney and meshQuadOfflineRecoveryReady
matcher for quad disconnect/reconnect with offline recovery on all guests.
