feat(automation): Phase 686 hook create and digest relay journeys (v0.8.661)

Add runAutomationHookCreateJourney, runDigestRelayDryRunJourney, and
dryRunGuildDigestWebhookRelay helper. Update README for test:agentctl-
phase686-automation bundle.
