Raven ScottandCursor 86f01b74c0 feat(permissions): effective inspector polish and cross-links (v0.8.746) 
Phase 779 adds copy effective-permissions deep links with optional memberId,
live breakdown refresh while the inspector is open, and a cross-link to
channel permissions for the focused role. Closes deferred P778-42.
