Non-breaking refactor — gossip-rpc-export-mesh-registry-lists.js extracts
registry list/find helpers; gossip-rpc-export-mesh-registry-validate-unique.js
extracts assertUniqueExportMeshRegistryValue(); lookup and validate modules
delegate to new helpers. Default gossip v1 unchanged; fleet v2 cutover still deferred.

Verification: test:ci-phase908, boot gate, pearcord.log scan.
