- `guild-mesh-peer-quality-snapshot.js` — peer quality snapshot builder, 6 view field keys, 12-peer cap
- `_meshPeerQualityForView` and `getMeshStabilityStats` meshPeerQuality chain unchanged externally
- CI: `npm run test:ci-phase959`
