Raven ScottandCursor 60a5fe0fd6 docs(roadmap): mandate platform-global polls and scheduled messages 
Document that Phase 659 DM-only poll/schedule work must extend to guild
channels, threads, forums, and announcements. Add Next-section carryover
table PGLOBAL-1–18 (planned Phase 674), governance bullet, and scope notes
on completed Phase 659 sections.
