Phase 1063: next-post-mesh-next-era track closure modules (v0.8.1030)

Add track closure regression chain (phases 1060–1062) and unified track closure
audit with MESH_STABILITY_UI_NEXT_POST_MESH_NEXT_ERA_FROZEN freeze marker (80
combined modules). Non-breaking refactor — no mesh UI behavior changes.
