feat(v0.8.645): Phase 670 sticker/GIF mesh hardening and platform spans

Sticker and GIF rate limits, gossip dedupe, partition heal, pack reorder,
announcement sticker fanout, DM sticker notifications, and extended
sticker.send/sticker.create span metadata.
