feat(platform): digest fetch retry and archivePeerSeen guild sync

Refactor fetchAutomationDigestSnapshotFromMesh with exponential backoff
retries mirroring audit archives. Bundle archivePeerSeen on GUILD_SYNC
push and ingest on join. Phase 107 v0.8.71.
