Add mesh-peer-quality helpers (RTT, drop rate, stale cursor) for selective
sync prioritization and rejoin jitter on mesh peer retries. Expose
meshStatusSummary, platformCapabilities, and ipcContractVersion on view;
exportActiveChannelTopicPreview now passes guildId to getChannelSettings so
descriptions resolve correctly for automation smokes.
