platform-bootstrap, and explicit delivery-receipts named exports (173).
Add ALL_GOSSIP_ALIGNMENT_ROWS and PLATFORM_MIXIN_ASSIGNMENT_COUNT guard.
No behavior or mesh semantics changes.
