Add 20 Pear/Bare platform modules replacing deprecated pear run.

Introduces hyper-bare-entry-runner, pear-runtime embed/link/config stack, and scaffold helpers for argv, storage, OTA, Electron, and headless UI. Co-authored-by: Cursor <[email protected]>
