Raven ScottandCursor f509060710 Add moduleSnapshot() across all modules for uniform state export. 
Completes the sixth expansion pass: zero-arg moduleSnapshot aliases snapshot() (or clusterSnapshot/stateSnapshot where specialized), with async variants for temporal, spatial, semantic-vector, and reactive-state indexes.

Fifth pass: complete measurement modules (sla-budget, histogram-gossip) with moduleSnapshot/toJSON; stats-exporter exportSnapshot; exportState() alias on modules with standard snapshot serialization.

Fourth pass: toJSON() delegates to snapshot() (or exportSnapshot/stateSnapshot) for JSON export and logging across agents, applications, consensus, core, encoding, experimental, indexes, media, messaging, network, observability, pear-platform, routing, scheduling, storage, supercomputer, trust, measurement, oracles, and time-ordering modules.

Add manual API helpers across categories: net gateway capacity,
compute shard plan cancel, ram pool lease release, pear target matrix
and bundle/detached registry clears, argv flag reset, autobase writer
full/slots, view sync isSynced, indexer bus batch publish, inverted
index clear, blind relay and DHT hint listing, blind pair handoff
cleanup, retransmission resolve all, version vector and OR-map clear,
workflow graph complete-all-ready, and wire registry decode batch.
