This adds new operator CLIs (appctl/corestorectl/ctxbaredoctor/dhtctl/trustctl), tiered catalog and runtime-compat reports, release-checklist integration, contributor guidance, and kernel/seeder mirrored artifacts for app registry, trust, network services, corestore namespaces, and update manifest workflows.
