docs: Phase 219 roadmap, parity, markdown, and channel topic UI (v0.8.183)

Document underline spoiler combos, copy description action, composer code wrap, and stream hover aspect ring. Mark Phase 219 complete and plan Phase 220. Co-authored-by: Cursor <[email protected]>
