Raven ScottandCursor c9c735b6ce feat(guild): HOOK_FAILURE_DIGEST_SYNC gossip handler (Phase 99)

Emit hook-failure-digest-sync on inbound RPC 70 and expose
gossipHookFailureDigestSync for platform digest mesh push.
