Phase 1056: post-mesh-next-era hardening closure modules (v0.8.1023)

Add hardening freeze, phase 1055 regression chain, and unified consolidation
audit (71 combined modules, 7 golden hashes, 12 action keys). Non-breaking —
frozen mesh next-era track and post-mesh opener modules untouched.
